Consulting Engineers of the Virgin Islands are THE experts in developing the technical aspects of FEMA Public Assistance (PA) and hazard Mitigation Grant Program funded projects. Our cadre of Professional Engineers, GIS operators, and Cost Estimators have been in the trenches for a long time, over 70 years of experience. FEMA has very specialized policies, requirements, and formatting. Not all engineers know them, but we do. Our experts have developed the Scopes of Works and cost estimates for over $7 billion worth of grants. We know PA Project Worksheets, 404 HMGP, and 406 Mitigation. We can provide the capabilities to not only engineer your project, but to develop all the required supporting documentation and stand with you when you need to defend your project.
Our team
Peter Durkin, P.E.
Peter Durkin is a licensed Civil Engineer in the US Virgin Islands and New York. He has over 35 years of engineering experience with the last eight specializing in disaster recovery and mitigation. This work has been on the Recipients’ behalf under FEMA’s Public Assistance Program. He has designed and managed projects ranging from small site developments to large multi-discipled public works projects. He has developed construction drawings and specifications for roadways, railroads, and waterfront structures.
Mark Pavlucik, P.E.
Mr. Pavlucik is a diversified, organized, and highly-experienced real estate development and construction professional with 40+ years of experience delivering high quality projects across various industry sectors. Driven by a passion for creating superior built environments, effectively manages professionals to collaborate on planning, designing, and delivering first class projects primarily in the Caribbean to include mixed-use resorts, hotels, multi-family, office, retail, aviation, and institutional facilities.
